Philippe Mathieu-Daudé 98808c3d0c tests/docker: Refresh APT cache before installing new packages on Debian 
Since docker caches the different layers, updating the package
list does not invalidate the previous "apt-get update" layer,
and it is likely "apt-get install" hits an outdated repository.

Philippe Mathieu-Daudé 8d16a31028 tests/docker: Install Sphinx in the Debian images 
Since commit 5f71eac06e the Sphinx tool is required
to build the rST documentation.

This fixes:

 $ ./configure --enable-docs

 ERROR: User requested feature docs
        configure was not able to find it.
        Install texinfo, Perl/perl-podlators and python-sphinx

Philippe Mathieu-Daudé 24044d4825 docker: rename debian stable -> 9 (Stretch) 
We'll also want to support some older Debian combinations for
architectures that didn't make the Debian 9 cut.
