evan 8be984c6f5 refactor(settings): announce outcomes with a toast ...

Rotation, Theme, Timezone and WiFi each kept a message line on the screen the
action left them on, which persisted until the next rebuild and shifted the
layout under the row that was just tapped. The outcome is transient, so it
rides the toast instead.
